Background: The population increse during the industrial revolution caused widespread poverty as well as riches. THe vagrance act of 1884 was a way of protecting the society from disturbing elements. Most arrested for vagrancy were men. Women mostly fell under the prostitution act. The normal punishment was hard labour in a correction facility or forced conscription.
